NOTICE OF SPECIAL MEETING OF THE ASSOCIATION
Update 9/23/2023:
The Association had a great turnout for our Special Meeting yesterday. We exceeded our quorum of 60 and the results of the business under consideration was as follows:
- A motion to amend the bylaws, paragraph 6.8, was adopted unanimously to remove the restriction to pay bills only by check.
- A motion to correct the missing page error on the deed for the roads was adopted unanimously.
- After a spirited discussion, the Association affirmed that Windsor of Walhalla will maintain the front entrance, and the Association will formalize the relationship with a lease agreement.
- Windsor of Walhalla agreed to provide three signage options on the main entrance sign for the Falcon’s Lair Community within the next month.

Notice is hereby given that a special meeting of the Association will be held at 1:00 PM on Saturday, August 12, 2023, at Walhalla High School auditorium. Notices were also mailed out on Monday, July 1st, 2023 per the by-laws.
It is important for us to have a quorum to vote on our options. A quorum will be 60 votes. Please find a list and the contact information of your neighbors included with the mailed notice. The Board encourages everyone to attend this special meeting or submit their proxy allowing someone else to attend the meeting and act on their behalf. We have heard a lot of people voice their concerns regarding the present signage at the main entrance, it is important we get this all cleared up.
Covenants Violations
The Board is receiving a lot of calls about covenants violations in our neighborhood. The biggest complaints are:
- Parked trailers remaining on properties for than a couple of days.
- Parking of cars/truck on the street beyond the normal time of a visit (2-3 hours).
Please review our covenants on our website https://falconslairhoa.com/. If these violations continue the Board will contact you.
BEAR Warning
FOR THE SECOND TIME THIS SUMMER….
The neighborhood had an actual bear sighting on 8/6/2023 at approximately 7:00am. A resident took a small dog out for his morning business, when turning the corner on his house, a bear popped up. The bear was approximately 4 foot high on four legs, and weighted an estimated 400 – 500 pounds.
Please remember that a few ways we can help reduce the presence of bears in our community is to remove the feeding sources (bird feeders and trash) by placing trash in your garage until early on trash days and not put bird feeders out until after daylight and taking them in at sundown.
June 8th BOD Meeting
Meeting Minutes:
The meeting is called to order at 6:04pm on June 8, 2023, by Greg.
Members Present: Greg, Rick, Butch, Howard.

Approval of the Agenda: Approved Without objections
- President: Approval of Minutes from 5.9.23 meeting – approved without objection.
- Old Business:
- Report on Potluck – 60+ in attendance – many new neighbors present to meet others in the neighborhood.
- July 2nd Celebration – Send interest inventory for date as many have plans to be out of town.
- Culverts – update and collecting more information
- Private road signage – Motion made to purchase and install private road signs, children at play and no outlet signs. – Howard made motion – Rick seconded.
- Mowing/maintenance of lots – ARB is working on this
3. Treasurer’s Report:
- Greg presented the 2023 Budget the Board discussed earlier. Howard moved to adopt the 2023 budget. Butch seconded and the motion was approved
4. New Business:
- Covenants Noncompliance
- Scheduled BOD and Association meetings – Howard made a motion that the BOD meet monthly either in person or virtual on the 1st Thursday of each month at 6pm. Butch seconded and the motion passed.

May 9th BOD & ARB Combined Meeting
Meeting Minutes:
The meeting is called to order at 6:18pm on May 9, 2023, by Butch Harrison.
Board Members Present: Butch, Greg, Rick, and Howard. ARB Members present: Nancy, Stephanie, and Rosemary. A quorum was present.
Other community members present: Laura Linder
Approval of the Agenda: Rick moved to approve agenda, seconded by Greg, and approved 4-0.

- Proposed letters for lawn mowing (Stephanie) – submitted letter for mowing/keeping lawns mowed
- Proposed letter for culvert work (Butch) – Update on culvert maintenance
- Street sign list and options (Butch) Rick and Butch will ride around the neighborhood and determine needs.

- 2023 Budget – Discussion of draft budget
- Updates on banking information

- ARB section open – refer people with questions about projects to the website – When neighbors ask questions, please refer them to ARB to give consistent information.

Success!! Easter Egg Hunt 2023
The annual Falcon’s Lair Easter Egg Hunt was held on March 25 at the Linder’s home on Troon Lane. Approximately 50 adults and children of all ages participated in the Easter fun. Many thanks to the Linders, the Bunnings, and the rest of the community who helped or participated.

Meeting Minutes:
The meeting is called to order at 6:09pm on March 28, 2023, by Howard Wiley.

- Update on meeting with the county – waiting on appointment to meet
- Getting “Private Road Signs” Steps: Mark on plat for private road signs. Get # needed. Add No Outlet signs.
- Options on approaching Windsor about main entrance sign & putting a mailbox in the island
- This will drive moving “black signs” & large round flower pots to Nellie Rd.
- Contract Howard and with Garden Club support to maintain all pots and Island
Motion was made by Rick to use Garden Club budget to cover flower beds/planters for seasonal planting Seconded by Butch and approved by unanimous consent.

Online Payments
UPDATE October 14, 2023:
We now have the capability to receive your payments for annual assessments online. The by-laws amendment adopted at the special meeting allowed our checking accounts to be classified as commercial accounts which opened up electronic banking options for the Association. Using our Quickbooks subscription, you will receive an invoice via email and that invoice has a link for you to make a payment online. The payment automatically is received into Quickbooks almost immediately and posts into the Association bank account.
The Treasurer is researching various ways to offer property owners the option of payment of annual dues online. The biggest obstacle is the balance of convenience to the membership with keeping costs to a minimum. One avenue that is being looked into is using an online money transfer site like Venmo or Zelle, our bank currently uses Zelle. All changes to our business banking account profile require going through an approval process with Oconee Federal which is taking some time. The Treasurer will send an email when a payment option is established.
Community Playground
In the near future the Board would like to meet with the community members and discuss the acquisition of a lot to develop into a community playground and common area. The discussion and potential decision will be a community-wide effort.
